SENIOR ADMINISTRATIVE OFFICER

 

Glenmore-Ellison Improvement District (GEID) is an independent Public Water Utility providing water to approximately 18,000 people in Kelowna, BC and parts of the Regional District of Central Okanagan.  As a member of the Joint Water Committee and one of five water purveyors within the City of Kelowna, GEID primarily services the Glenmore Valley in Kelowna, as well as the Ellison area of the Regional District. In addition, GEID also provides well & creek water to the Ellison area, servicing approximately 600 residents.

This is the chief executive position for the District, serving as the primary advisor to the 5 member Board of Trustees and providing strategic leadership to ensure the District is operated in a responsible and sustainable manner.  The successful candidate will coordinate and review new development within the District, plan and implement the Districts annual budget and Capital works projects, develop asset management approaches, emergency response, and other plans regarding infrastructure and the provision of water. This position is responsible to ensure compliance with the requirements of the Interior Health Authority, the Ministry of Municipal Affairs and Housing, The Local Government Act and Provincial Improvement District Manual.

This candidate will possess financial insight, intuitive political judgment, and an understanding of basic engineering development and designs, environmental approvals and permitting. The position also requires an individual who is hands on and possesses excellent interpersonal skills and the necessary adaptability and flexibility to liaise with various government representatives, lawyers, engineers, suppliers, contractors, the media and the public.  The ideal candidate will have experience in local government issues, with a combination of strong academic credentials, and proven management and leadership qualities.

Water Distribution Operator Level I

Department: Operations

Reports to: Works Foreman


Principal Purpose:
Under the supervision of the Works Foreman or Lead Hand, performs a variety of semi-skilled and skilled assignments pertaining to the daily and seasonal operation and maintenance of a water distribution system.


Personal Suitability:
The incumbent of this position must have above average communication skills, have the ability to deal effectively with customers, and maintain a professional image with the public. It is important to possess the ability to make critical decisions and demonstrate the ability for problem solving. Incumbents generally work as a member of a crew, but may be given independent assignments. Incumbent requires a willingness to perform weekend duty and call-outs as required.


Qualifications:
This individual must have a minimum Level One Water Distribution Certification as acknowledged by the EOCP office. This person must have knowledge of proper use of common hand tools, safety procedures, equipment and materials used in construction and maintenance and repair of water distribution systems.


Essential Job Functions:


Representative Duties:
The following duties are typical for these classifications. Incumbents may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Handle complaints and answer questions from the public.
2. Make minor adjustments on service equipment; maintain tools and equipment in working order. Operate small and heavy equipment as required.
3. Maintain logs of daily activities.
4. Operate and maintain wells, reservoirs, and treatment facilities; inspect residential and commercial service issues.
5. Monitor and adjust water production and treatment equipment.
6. Lay and fit pipelines; make water line taps; install water services, fire hydrants, valves, and other water devices.
7. Perform field duties related to the water system; take water samples and inspect new construction.
8. Excavate trenches and install shoring.
9. Identify service and main leaks; operate pipe locators; install and inspect backflow devices.
10. Read and update water distribution maps and as-built plans and blueprints.
11. Clean and monitor pump stations and related equipment.
12. Perform emergency repairs to water lines as necessary; establish proper traffic control devices.
13. Repair, maintain and install water meters and related service lines; read meters; turn services off and on as necessary.
14. Lay out and install traffic signs and pavement markings.
15. Perform underground service alert locating, marking and notification.
16. Perform related duties as required.
Environmental and Working Conditions:
Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties.
The ability to lift, carry and push tools, equipment and supplies weighing up to 50 lbs is also required. The incumbent in this position works in all weather conditions. The nature of the work may also require the incumbent to climb ladders, use power and noise producing equipment and work in vehicle traffic conditions.


General:
Under the direction of the Works Foreman or Lead Hand, is responsible for adhering to the district procedures, policies and bylaws.
